Overview
Rhydon is purely Physical and has monster high Attack, with very high Defense and HP. His Speed is very low however and his Special is abysmal, so he can't take Special attacks well at all. Rhydon's Earthquake and Rock Slide will do colossal damage to most Pokemon and he is excellent at handling Electrics and low Defense Pokemon. Rhydon also has a very large movepool to support his power.

Rhydon's first three moves are for general damaging. Earthquake and Rock Slide are both STAB and are used when hurting Pokemon, while Body Slam is for Paralysis and mainly used during switch-ins, such as when Rhydon is against Zapdos.
Rhydon can use Substitute against Sleeping or Paralyzed Pokemon so he can safely attack the next Pokemon, or be used instead of Body Slam on switches to allow yourself to use the best move instead of predicting, at the cost of 25% HP. Surf is purely for Golem and other Rhydons, which while still 2HKOing like Earthquake, does do a lot more damage which helps for partially damaged opponents, or to allow another Pokemon a better chance to finish them off. Hyper Beam is not as recommended, as it's purely for Exeggutor, which is Rhydon's strongest move against him. Exeggutor is arguably Rhydon's best counter, so being able to damage him can be useful, but do keep in mind it's only somewhat stronger than Rock Slide.
Rhydon's main role is walling Electrics like Jolteon and Zapdos, by making them completely useless against him and KOing them, or attacking the switch for heavy damage. Rhydon is also a good Physical sweeper and can do high damage to Alakazam, Chansey and others, but needs Paralysis as they can hit back just as hard. Rhydon has to watch out for most Special attacks, so use him carefully around them. Paralysis is key, but not absolutely necessary.
While Rhydon is a powerhouse, he's very similar to Golem, and sometimes considered subpar. Rhydon's extra HP allows him to take both Physical and Special hits better (despite lower Defense and Special) and he has much more power, but Golem has Explosion and 10 extra Speed, allowing him to take Rhydon out instead of vice versa. Explosion is a very useful move for high Attack Pokemon and allows Golem to cause much more pressure than Rhydon. Golem is more of a high-risk, high-reward version of Rhydon, almost purely because of Explosion. Rhydon generally has to be used in ways where the extra damage can KO where Golem could not, otherwise Golem should be used instead. But with Attack about one and an eighth times Golem's power, it's common for Rhydon to be doing useful extra damage. The two most common examples is being able to 2HKO Starmie (assuming Starmie is Paralyzed and doesn't have Surf), and being guaranteed to 2HKO Chansey, where Golem may not. Rhydon also has a much better match-up against Snorlax.
So should Rhydon be used? Rhydon is much more consistent with what he does since Golem requires proper play and prediction or else ends up doing less than what Rhydon would have. Rhydon also keeps switching and planning more simple since the opponent doesn't have to worry about Explosion, which can make using him easier. Both are good in their own ways, but Golem is usually preferred by more experienced players.
Counters
Because of Rhydon's power and moves, it requires caution switching into him. High defense Specialists like Exeggutor and Starmie are great, and many Pokemon can beat him one-on-one like Alakazam and Chansey so long as they can switch in safely and aren't Paralyzed. Tauros and Snorlax can also fight Rhydon well, though will likely take heavy damage back. Rhydon users will be careful around Special attacks, so it may take some time throughout a match to get enough hits in to take him down, so don't be impatient with taking him out, or you may end up in unfavorable situations.
