How would Missingno do if it was allowed in competitive play? What tier would it be and how well would it be in that tier? I'm interested in your guys' input.
Here are it's max stats and it's moveset: HP:269 Attack: 370 Defense: 98 Special: 110 Speed: 156

Would be NU, and it'd be pretty bad there too...
Which type is it though, I've heard it's Flying?

I think it's Normal/Bird, which means mono-Normal.
The defensive stats are super abysmal, but he has the highest attack stat in the game and he outspeeds Snorlax/Slowbro/Parasect at least. His movepool is very shallow, though.
Double-Edge is core. It's his strongest STAB attack and it hurts like a mofo. His Double-Edge deals over 80% with a maximum roll. Get in versus SToss Zam and force Zam into a Recover or SToss (preferably Recover, but the only things you're living through at full HP is Chansey IBeams either way). Double-Edge now threatens a OHKO, but if he switches to something that can take a hit much stronger than a Snorlax Body Slam, you can paralyze it with Thunder Wave. Then you attack until you die (one hit is all that it takes, so...) or switch out.
'M is a much better glitch Pokémon, it has higher Special (with a maximum of 156! WHAM!) but lower speed (only 110, so slowest Pokémon you'll ever see in battle), but the main quirk is that it evolves into Kangaskhan (or Clefairy). Give 'M Swords Dance and/or Thunder Wave, then make Kanga have Body Slam/Earthquake/Hyper Beam/Swords Dance/Thunder Wave (pick 4) and it suddenly rivals Tauros. Letting it set up Swords Dance would be disastrous as Kanga would sweep entire teams with ease given enough paralysis support.

I don't know if Thunder Wave would be worth it. If I were to use Missingno, I'd probably bring it on something asleep or paralyzed, use Swords Dance, and hope to get lucky. It's basically a stronger Lickitung with no resilience whatsoever, so I would play it like one.
As for the moveset, maybe something like Swords Dance/Mega Kick/Earthquake/Thunder Wave. Double-Edge is the obvious alternative over Mega Kick, but Mega Kick might be better. I guess it should have Thunder Wave because it doesn't get anything better.

Snorlax and Slowbro are 2 points faster. Not a clue why I thought that they had 150 speed...>_> Parasect has 158 speed too though. Oh well.

Most stats finish in either 3 or 8 (because most base stats finish in 0 or in 5)
