Dodrio has Snorlax's attack with Zapdos' speed. Pretty awesome! STAB Body Slam and Hyper Beam with these stats is pretty formidable, and Drill Peck allows you to hit Gengar with STAB and Exeggutor for super effective damage. He is a great physical sweeper that can be used alongside Tauros for some extra oomph. Unfortunately he is very fragile, so you need to be really careful!
Standard Moveset:
Body Slam
Hyper Beam
Drill Peck
Agility/Mimic
The top three moves are immutable. Combined with STAB and 318 attack, Dodrio uses these to physically dominate opponents. Hyper Beam can OHKO Jynx and Zam on a high roll, and a critical hit will kill just about anyone who doesn't resist. The forth move is up to you: do you want to overcome a paralysis speed fall or get Earthquake from Golem/Rhydon? Agility is a bit more reliable but Mimic can pull through in a tight spot. Use Dodrio for revenge killing mid-game when you're not ready to introduce Tauros, or save him for late-game when the foe thinks you're out of fast physical power.
BL: The only significant difference here is that Cloyster is pretty much a given on most teams. Watch out for him, as he can OHKO you with STAB Blizzard while your attacks do only about a quarter of his health at best. Dugtrio outspeeds you and hits hard, and Raichu is speed tied and can OHKO with STAB Thunderbolt. Graveler can also be a problem, but Body Slams will wear him down over time.
Other Moves: Leer can spook some foes such as Chansey, Starmie and Hypno. You can OHKO them and others with HB after using Leer. Substitute can let you make an educated hit against the foe, but it leaves you vulnerable to status and plus you probably are going to use Body Slam anyway. There are less reliable options as well: Fly lets you dodge explosions (but most exploders would rather hit you with STAB anyway) and Toxic is another way to handle Rocks. Rest and Reflect is not recommended for Dodrio; he's just too fragile.
Teammates: Lapras and Cloyster are good pokemon to put on a team with Dodrio because they take Ice attacks for 0.25. Exeggutor and Venu/Viccy and Ground pokes are nice if you're expecting Electric or Rock attacks. In OU, it's nice to use Dodrio alongside Tauros so you can keep the opponent guessing which physical sweeper you're going to bring out.
Counters: Jolteon, Zapdos, Rhydon, Golem, and Cloyster are pretty good against Dodrio, although no one really enjoys getting hit by a 318 STAB Body Slam. Lapras and Slowbro can also help out in OU, and Nidoking and Raichu can usually scare Dodrio out if they can get in safely. It's best to switch in on Drill Peck if possible, so Gengar can be useful for chain switching.
