Overview
Jynx is fairly low on stats and has some of the lowest for an OU Pokemon, but her type and Lovely Kiss make up for it. Jynx being Ice/Psychic makes her the only Ice type not weak to Electric attacks, but unfortunately most Electrics can exploit her low Defense anyway. Lovely Kiss makes her an excellent Sleeper, being the 2nd fastest next to Gengar, and the fastest with a 75% accurate move. Jynx is best used early in the game, as her Special sweeping abilities are only above average, and she's fairly fragile, so she works best as a lead or backup sleeper.

Jynx uses Lovely Kiss and then attacks with powerful Blizzards, or switches out to be used later. Since most Pokemon that counter Jynx take heavy hits by her attacks, it's common for Chansey, Starmie and Gengar to switch in after sleep. Jynx can attempt to Freeze by spamming Blizzard as she can't be KO'd very quickly by anything that can switch in. Psychic is for Gengar, Lapras or if Special falls are desired, while the fourth move is mostly just a utility.
Counter is useful for getting into Body Slam/Earthquake mindgames against Tauros and Snorlax, but should only be used if confident about it. Body Slam is a more user-friendly alternative for attempting to Paralyze. Mimic is generally used for Chansey and Starmie in hopes of getting Thunder Wave or a recovery move.
After Jynx is about to be KO'd, she can easily be switched out as the opponent likely used a Specialist against her. A nearly fainted Jynx is fine for taking Explosions, or being sacrificed in order to safely switch another Pokemon in later in the game. If Jynx remains unparalyzed, she may also have a chance to do some Special sweeping later in the game.
Counters
While there are many Pokemon that easily defeat Jynx 1v1 such as Tauros and Snorlax, most of them risk taking high damage back by Jynx's powerful Blizzards and Psychics. It's safer to battle Jynx using something that can heal, such as Starmie or Chansey. Alakazam may also be used, but damage is slower, and Seismic Toss can be Countered. To counter Jynx leads with your own, Gengar is a great choice as he is faster, despite having less accuracy with Hypnosis. Overall, Gengar has almost exactly a 2/3 chance to put Jynx to sleep, and Gengar can also use Explosion immediately to take her out (not 100% guaranteed). Alakazam and Starmie leads are also decent with Thunder Wave, while slowly attacking Jynx afterwards, but it's expected that they will be put to sleep.
For late-game, Jynx will struggle against Tauros, Snorlax, Zapdos and other powerful Physical Pokemon. It's recommended to Paralyze Jynx for extra safety when using Physicals, but she can be beaten without it (if she was put to sleep and happens to wake up).
An unorthodox counter is Ninetales lead, which will have the upper hand with Confuse Ray, followed by Flamethrower. Confuse Ray ultimately gives Ninetales a better chance to KO Jynx, but may result in no use if Jynx gets lucky, so use with caution. Flamethrower 2HKOs Jynx, and is faster, but be warned that Ninetales is not very useful against other OU Pokemon.
