General Bio:
Chansey is the ultimate special sponge. This pokemon can take even the strongest special attacks with hardly a dent. And in RBY, high special defense means high special attack, so Chansey dishes out some of the strongest unstabbed special attacks in the metagame. With such a broad movepool (in fact the largest in the game, aside from banned Mew), she is quite a diverse pokemon. Incredibly high HP means Chansey takes physical decently, too, and Softboiled allows her to stall in front of many pokemon.

"Bolt-Beam Chansey"
Softboiled, Ice Beam, Thunderbolt, Thunder Wave
Long considered the standard for Chansey, this set allows her to accomplish several things. Thunder Wave makes Tauros and Persian regret fighting her, Thunderbolt scares off aquatics/ice, and Ice Beam allows her to hit grounds and Exeggutor while also fishing for a freeze on any foe. Softboiled and Ice Beam are on just about every Chansey, in order to fully utilize her stalling capability.
"Counter Chansey"
Softboiled, Ice Beam, Counter, Thunder Wave / Sing
With this set, Chansey switches from a special sponge to a mixed sweeper sponge super hero. You can catch Tauros by surprise, wall Snorlax, and defeat Lapras. Thunderbolt is dropped here, due to the fact that Chansey can still wall Lapras and Starmie without it. You can even surprise a Seismic Toss Alakazam or Hypno if you time things properly. Thunder Wave is commonly paired with Counter, but if you're very ambitious you can go for Sing as well. This is especially potent if you can Sing a Snorlax to sleep and then 1HKO the switch-in. Just be careful with Counter. If you don't play it right, you might have just lost your best sponge.
Alternative Options:
-Sing has horrible accuracy but it can be quite a nasty surprise when used at the right time. And accuracy doesn't really matter much when you're fighting other specialists who can't damage you at all.
-Reflect can help against Snorlax, but usually it just precipitates a switch to Alakazam.
-Tail Whip is an interesting tactic for pseudo-passing stat falls.
-Blizzard can run alongside Ice Beam to surprise foes with by KOing them a turn earlier than expected, when you need the extra power.
-Fire Blast can take Jynx and Articuno by surprise, and hits Eggy and physicals hard as well, especially when it burns.
-Rest has occasional use if you have other pokemon to help stall.
-Psychic is useful for Chansey dittos and for hitting Gengar.
-Defense Curl is rarely helpful, but if you can set up in front of a Frozen pokemon (or feign a set up and hit the switch in) it can be nice.
-Substitute can be a nice insurance policy, if you don't need Thunderbolt.
-Light Screen is useful against Slowbro, Mewtwo, and Alakazam.
-Seismic Toss is used occasionally but is not recommended as Chansey can deal decent damage with 308 special.
-Many other zany options can give you an occasional edge.
Counters:
At one time Chansey was thought to counter Alakazam, but maybe it is the other way around, or in fact neither are counters of each other. Accumulated special falls from 368 STAB Psychics will eventually be doing over 50% to Chansey, and that hurts. However, paired with another staller, Chansey can switch out and back in again and start where she left off. Psychic's limited PP means Chansey will often be able to out-stall Zam.
Actual counters for Chansey really don't exist in OU, because Chansey has a set for just about everything. However, the easiest way to beat her is to paralyze her and then send in Snorlax to 2HKO her with Body Slam + Hyper Beam. Gengar can also stall her for a while and blow up if needed, and Rhydon can win with some luck if she is paralyzed. Leech Seed Exeggutor can be successful as well, especially paired with Rest Lapras.
Chansey Ice Beam dittos are fairly common, where each trainer hopes his Chansey will get the freeze first. Zapdos can 3HKO, but doesn't like the paralysis and heavy damage sustained in the process.
Though uncommon, Fighting type pokemon can deal out incredible damage to Chansey. However, due to the poor overall viability of fighting Pokemon, Chansey rarely has to deal with them.
Team Role:
Chansey provides fantastic sponging which really allows sweepers to get in earlier in the game for hit-and-run tactics. Chansey can spread paralysis, wall aquatics/ice, and even Counter physical sweepers. Chansey can sleep and freeze foes, and hit many for super effective damage. Chansey is seen frequently on competitive teams and is considered one of the most important components to many teams.
