Overview
Omastar is a super defensive Pokemon and also a powerful Water type. While Omastar's movepool is generic for a Water type, he has many useful moves, and high Special to support them. Omastar is also a superb counter to all Fire Pokemon, due to the high Special with the dual resistance to Fire, and being able to take Normal attacks easily too. Unfortunately for Omastar, Fire types are very rarely seen in OU, and Water is a subpar offensive type. Omastar is also slow, and while he has good defensive stats, he has common weaknesses and can easily be walled by common Specialists like Alakazam, Chansey and Starmie.

Omastar uses his 328 Special and attacks with Special moves. Blizzard and Surf are the main general moves, and the rest of the moveset is filler. Hydro Pump is extremely powerful, even able to 2HKO Tauros guaranteed, but is inaccurate, and without having Surf, Omastar has no consistent power. Omastar doesn't have much of a movepool anyway, so doubling up on the Water attacks is fine. Body Slam is purely just to Paralyze as the damage is very low, and Seismic Toss helps for other Waters, such as Starmie and Lapras. Reflect supports Omastar against Tauros and Snorlax, as their only common move that's damaging is Earthquake. While Omastar's movepool is limited, it's very possible to mix up the moveset as needed.
Ideally, Omastar is used against Physicals like Tauros and Snorlax, where his powerful Hydro Pump and Surf do heavy damage. Omastar resists Normal attacks and can take Earthquake fairly well, though Omastar does lose the ability to switch into Rhydon and Golem safely, like other counters.
Counters
As powerful as Omastar is, he is so easily countered that he is not viable in OU. Any Pokemon that can take Special attacks well, or resists Water has an easy time against him. Chansey, Alakazam and Starmie can all switch in safely, and Exeggutors with Mega Drain also work despite Blizzard. Electrics are also great for quick KOs, but do note that even Zapdos's Thunder cannot OHKO, so they may take some damage. If no Specialists are available, Omastar is still weak to Ground and takes good damage from any Earthquake user. Paralyzing Omastar is also somewhat helpful.
