Overview
Ditto is a gimmick Pokemon, having the ability to Transform into the opponent's Pokemon. However, Ditto has terrible stats and a poor defensive typing, so he must take a heavy hit before using it, and then hope to win a Speed tie immediately after. Ditto can do one thing, and it's not good at all.
Usage
Transform
Ditto can only Transform and be switched out, which is extremely limiting and predictable. Transform allows Ditto to become the same Pokemon as the opponent, but retains HP and the CH chance, but only have 5PP of each of the moves. This means that Ditto is often a worse version of the opponent due to having such low HP, and will also take a heavy hit due to his terrible Speed and defensive stats.
Transform is rarely useful, but there are a few Pokemon where Transforming can be beneficial. Snorlax for example very rarely 2HKOs a Ditto Transformation using Body Slam, and the opposing Ditto could Self-Destruct, and have nearly twice the chance to CH (though still very low overall). Dugtrio is also a semi-viable Pokemon that has less HP, but Dugtrio is able to deal heavy damage with Earthquake before or after Transform, leaving Ditto with less HP anyway. And while Ditto could Transform into a Paralyzed Pokemon, he gets the decreased Speed. These points leave Ditto with very little viable choices of Pokemon to Transform to.
The only cases where Transforming is safe is against a Sleeping of Frozen Pokemon, but even then, Ditto is just a poor copy of a Pokemon that could be on your team anyway.
Counters
Remember that switches occur before moves, so it is entirely up to you to decide what Ditto Transforms into. Of course, Ditto could switch-out immediately or otherwise force a switch, but his pressure is not very strong anyway. Stallers generally want to avoid Ditto due to having Thunder Wave and Recover/Softboiled, but Chansey is actually a great choice due to the 404 HP difference, though still somewhat risky if Ditto spams Ice Beam. If you have Pokemon on your team that can counter one another (Zapdos and Golem for example), that's also a very effective method. Just remember that hitting Ditto pre-Transform will often leave Ditto with very low HP so any following attack will finish him off. Don't let Ditto pressure you and just fight him, or otherwise stall him until he runs out of PP.
