General Bio:
Lapras is quite an interesting pokemon. With the rare ability to take Ice attacks at 1/4 power, quite a nice movepool, and substantial bulk, Lapras can prove a problem for many teams. STAB Blizzard is always nice, as it's one of the rare base 120 moves that is reliable enough to use. With access to a couple utility moves and a decent attack stat, Lapras can also function as somewhat of a statician and bulky mixed sweeper.
Movesets:
"Mixed-Lapras"
Blizzard, Thunderbolt, Body Slam, Sing / Confuse Ray
This is a straightforward moveset. Blizzard provides powerful STAB that will hit most pokes hard and may freeze the rest. Thunderbolt hits opposing Starmie and Lapras and also provides special attack after Blizzard PP is exhausted. Body Slam hits Chansey for about 25% and can paralyze foes when needed. The finally move is up to style. Sing can sleep foes like Chansey (especially those without Tbolt) and Snorlax, but the accuracy makes it pretty unreliable. Confuse Ray can also be used in conjunction with paralsam for some parafusion, but it is also somewhat unreliable. Usually Lapras won't need to use her forth move but the option is there.
"Stall-Lapras"
Blizzard, Body Slam, Confuse Ray, Rest
Lapras can stall very well due to high HP, nice typing, and good defensive stats. This Lapras should go up against paralyzed foes which should be confused and then hit with the appropriate offensive. Rest off damage and repeat. The important thing to remember for this set is team synergy. Lapras can switch in on Ice attacks for basically NO damage and can tag-team with Chansey or Lapras when a Thunderbolt is headed her way. This set pairs exceptionally well with Leech Seed Exeggutor, but it can also be a nice addition to many teams.
Alternative Options:
-Ice Beam is sometimes preferred, but due to Lapras' STAB, the damage decrease is not really worth the 10% accuracy and PP increase in most cases.
-Reflect can help Lapras be even bulkier and can be added to either set over Confuse Ray.
-Hydro Pump can be nice for STAB against Jynx. Surf should not be used.
-Hyper Beam can hit Chansey pretty hard if she allows herself into KO range.
-Mist is for style points and nothing else.
Counters:
Lapras is countered by Chansey and Starmie (especially with Light Screen) fairly well. Jolteon can also hit Lapras hard. Alakazam can hit hard and Recover off damage, but he has to be careful because an untimely CH will send him packing. When Lapras doesn't have Thunderbolt, opposing Lapras can easy win.
Team Role:
Lapras is a nice team player. She helps scare off Eggy early in the game, counters grounds, and completely walls Articuno. Lapras also has a great knack for luring pokemon into 1v1s who really shouldn't waste their time. Tauros is sometimes imprudently left out to fight Lapras resulting in massive HP loss. Chansey can even lose if CHs and FPs work out properly. Lapras can be great for chain switching, too, as she really takes no damage from Ice attacks and can't be frozen.
