Overview
Weezing's base 85 special is incongruous with his hideous appearance. It seems odd that a giant ball of poisonous gas would have such a surprisingly decent special stat, but he does and this helps to distinguish himself from Muk. Weezing can hit Starmie and Slowbro for over 50% with Thunder, which counts for something in a metagame where Weezing will take any added bonus he can get along with his main goal of blowing up on something. Unfortunately, Weezing isn't as powerful as Muk on the physical side of things, but he outspeeds a couple of Pokemon that Muk can't.

Weezing and Muk are the only two Pokemon who learn Sludge, a mediocre Poison-Type attack that has a 30% chance of poisoning something. But inflicting poison will usually be irrelevant, because Weezing's goal is to deal as much damage as possible before sacrificing himself. Combined with STAB and a decent attack stat, Weezing can easily 2HKO Chansey and Exeggutor with Sludge + Explosion. While he can't 2HKO Tauros and Snorlax this way, Weezing can survive two hits from both of them, thanks to his spectacular defense stat. Thunder will hit Starmie on average for 52%, which gives him a chance at killing something without needing to kill himself. However, most other Water-Types won't be 2HKOd unless you deal a high roll. There's also the issue of Thunder's shoddy accuracy, so you can use Thunderbolt if you want.
Similar to Thunder, Hyper Beam aims at giving Weezing an opportunity to kill something while staying alive. It is, by far, Weezing's most effective way at disposing of wounded Pokemon such as Jynx, Chansey, and Alakazam. Though Hyper Beam is the preferred choice, Fire Blast deserves a bit of consideration because it can burn the incoming Golem/Rhydon, who is otherwise Weezing's imperturbable counter.
Other options
Haze will stop Slowbro in its tracks, which is always a good thing.
Favorable match-ups
Weezing is a terrorist; he doesn't care all that much about winning against anybody. But, unlike Muk, he's faster than Exeggutor and Chansey, which is conducive to his game plan.
Counters
Most of the metagame has nothing to worry about in terms of forcing Weezing to explode, because he isn't very good at doing much else. But Gengar and Golem/Rhydon are Weezing's most prominent threats, because they have no problem taking any of Weezing's attacks.
