Overview
Arcanine has very high stats across, and is in the top ten for total stats. Arcanine has very high Attack and HP, while also being pretty fast and the defensive stats are still around average. However, Arcanine can't do very much with them, since Fire typing isn't very good and his movepool is extremely generic. Arcanine can still have a decent moveset, but there are a lot of Pokemon he can't handle well due to what's available.

Arcanine gets STAB Fire Blast for Burning and general damage, while Body Slam and Hyper Beam run off his high Attack. Compared to OU Pokemon, his damage is only average, and isn't very threatening. His Special is also low for Fire types and can't 2HKO Tauros, and while Hyper Beam is available for finishing, his Body Slam alone can't 3HKO Chansey to give an idea about his power.
Agility helps Arcanine sweep and Reflect is useful for taking Physical attacks, but again, it's nothing unique. It's also possible to drop a move to have both, but the first three are staples for his set. Arcanine could also use Flamethrower, but Burns are one of the few things Arcanine has going for him, so he should be using Fire Blast. Dig can also do some good damage to Ground-weak Pokemon like Golem and Jolteon, but the opponent could switch out before Dig hits, so it's also not very effective.
Ideally, Arcanine would be used as a late, mini hybrid sweeper, as Paralysis helps him a lot. Since Physicals like Tauros and Snorlax prefer having no status condition, Burning with Fire Blast helps for those match-ups, and Arcanine has a high chance to survive two Earthquakes. Arcanine can also somewhat battle Chansey and Alakazam, but his damage isn't quite enough to keep up with their healing and Thunder Wave without Critical Hits.
Counters
Arcanine is countered by Golem and Rhydon, but they cannot OHKO Arcanine, and risk taking a Burn. In fact, only Tentacruel and Omastar's Hydro Pump can OHKO due to his high HP. If you're worried about Burns, Waters are much better counters. Starmie is superb since he can heal, Paralyze and take his attacks easily, and Gengar is great at forcing only Fire Blast, which does low damage. Chansey and Alakazam can usually handle Arcanine too, so long as they keep their HP high and Paralyze him. They will take some time to KO him, but it's pretty safe. If possible, baiting Arcanine into using Fire Blast on a Specialist in hopes of a Burn will give them Paralysis/Freeze/Sleep immunity, but not very likely.
Most Pokemon will beat Arcanine one-on-one, but Physicals are always at risk of Burns, and Specialists are at risk of Paralysis and random Critical Hits. General hits from anything will slowly beat Arcanine down, just be careful about his status inflicting.
