Overview
Kingler is a super Physical Water-type by tying for second in Attack, and having very high Defense too, while also having decent Speed. Kingler also has Crabhammer and despite his terrible Special, does damage on par with Vaporeon's Hydro Pump, due to it always being a Critical Hit. He also has Swords Dance, making him the strongest user, and bringing his Attack to ridiculous levels, able to OHKO Chansey with Hyper Beam. Kingler is a superb hybrid sweeper, able to take out just about anything, but his very low HP and Special make him more of a glass cannon, and easy to KO.

Despite having decent other moves, this is all Kingler needs to do what he can. Surf does have perfect accuracy, but is not nearly worth the power sacrifice, especially since what it would be used for (Golem and Rhydon) are hard countered by Kingler anyway. Blizzard also does slightly more damage than Body Slam against Exeggutor, but it's mostly negligible. Unless Kingler is being gimmicky or used for a specific Pokemon where another move would be useful, this moveset should be on every Kingler, and anything else is not recommended.
Body Slam and Hyper Beam are Kingler's main Physical moves, where Body Slam does general damage and Paralyzes, and Hyper Beam finishes Pokemon off. Swords Dance boosts his already insane Attack and Crabhammer is his overpowered Water attack to attack Special-weak Pokemon. Kingler is pretty simple to use once he's out and the only part that may be tricky is when to use Swords Dance as it could be used for pressure and baiting the opponent (such as on switches).
Kingler is very weak to anything Electric, and due to needing to use Swords Dance to reach his full potential, Kingler works best as a late game sweeper. Paralysis lets Kingler have a much easier time sweeping. He can be used for Specialists like Alakazam and Chansey, and is also one of the few Pokemon to have a favorable match-up against Tauros and Snorlax, so he's flexible in what he can be used to take out. The most important thing when using Kingler is proper preparation.
Counters
Kingler is scary and dangerous, but he can be stopped by a lot of Pokemon. The easiest way to beat him is to stop him with Gengar, who is immune to Normal attacks, and can attack back with Thunderbolt. Jolteon and Zapdos are also great counters who can OHKO Kingler guaranteed with Thunderbolt. Other good choices include defensive Pokemon that can take Crabhammer easily such as Starmie, Lapras and Exeggutor. If possible, Paralyze him, as it allows slower Pokemon to be used much more safely (such as Chansey). Kingler becomes more dangerous after using Swords Dance, so be careful about giving him easy match-up to switch into (such as Golem) and allowing him to setup. And while Tauros and Snorlax do take a lot of damage from Crabhammer, they can still hurt Kingler back heavily, but may not survive. Hit Kingler with the best Pokemon you can, and deal with the damage you'll take back.
