Overview
Electrode is the fastest Pokemon in the game, which also gives him the highest chance for a Critical Hit, at over 27%. However, everything else about him is below average, as is stats and movepool aren't that great. Electrode is walled by Grounds like other Electrics, and unlike Zapdos and Jolteon, has troubles against Grass Pokemon too like Exeggutor. In fact, outside of Explosion, Electrode can't do very much to any Specialists. Electrode is decent at spreading Paralysis and his attacks can be risky for the opponent to handle due to his Critical Hit chance, but ultimately, Electrode is a subpar Electric.

Electrode uses Thunder Wave and Thunderbolt for Paralysis and damage, and then Explosion when he's ready to go. The last move should be a support move as Electrode has very low Attack for Normal moves. Screech helps Explosion do more damage and covers for when it's not a Critical Hit, while Reflect and Light Screen just help reduce damage. Thunder is also an option for more damage.
Since Electrode can't really handle Specialists, he should focus on spreading Paralysis and pressuring with Explosion and Screech, while doing some mild damage when he can. While his Attack is so low and Explosion can't even KO Alakazam, he can get Critical Hits often, which is enough to OHKO Tauros most of the time. Electrode is mostly a luck-based Pokemon.
Counters
Grounds are the simple solution, by completely walling him. If not available, Exeggutor is also a great counter, taking low damage from Thunderbolt and attacking back fairly well. Specialists like Chansey and Alakazam are very safe options as they can Paralyze Electrode and usually accept Paralysis back. Be cautious that Electrode may want to use Explosion right away on them, and while it won't KO without a Critical Hit, it will still do high damage, and Electrode attacks first.
The main worry about facing Electrode is his pressure with Screech. Screech will let Electrode OHKO many more Pokemon with Explosion, and while it's easy to switch out, that may allow Electrode to spread more Paralysis, or use Explosion on something else. Hope for the best that Screech misses if used and that he doesn't get many Critical Hits, especially with Explosion. While he does have the highest chance to get a Critical Hit, Electrode still has over a 72% chance not to. In the worst case scenario though, he will take out something important with Explosion, but you may be able to work around that.
