Overview
Tentacruel is a Specialized Water with good stats around. Tentacruel has the highest Special for Water types, and is also fast, allowing him to Special sweep fairly well. Tentacruel also has a very diverse movepool, allowing him multiple movesets. Tentacruel's problems come from having low Defense and being Poison-typed, giving him weaknesses to both Ground and Psychic, but at least neutralizing Grass attacks. Tentacruel is powerful, but can have problems against common Specialists.

Tentacruel makes for a good Special sweeper with his high Special and Speed, so a moveset focusing on Special attacks is good. Barrier helps cover for his low Defense, and Tentacruel is often faster than Physicals to get to use it before being attacked. Surf and Blizzard are his main attacking moves, while Hydro Pump adds more power and Mega Drain is for Waters. Do note that Mega Drain is weak and not STAB, so is only useful for Waters or for finishing Pokemon to get some HP in the process. Ice Beam can also be used if desired.

Tentacruel's high Speed also allows him to be a dangerous Wrapper. While his moveset can vary, Surf is recommended to always be used to handle Rocks like Golem and Rhydon who resist Wrap. Hyper Beam finishes off Physically weak Pokemon, Barrier is to make Tentacruel tougher, Swords Dance makes Wrap KO faster and Blizzard is used to OHKO Dragonite, who is another deadly Wrapper.

Tentacruel can also be used as a hybrid sweeper after using Swords Dance. Tentacruel's Attack is naturally low though and doesn't have very good Physical moves, so this set is not as recommended. Generally, it takes two Swords Dance to become intimidating, but Kingler is a much better aquatic at doing this.
Regardless of what set Tentacruel uses, Tentacruel is best used later in the game as he's better unparalyzed and has many tough match-ups. Tentacruel should focus on attacking Physicals, despite being weak to Earthquake, since his Special attacks are very powerful. The main drawback with Tentacruel is Water is not a very good offensive type, as it's only good against Fire, Rock and Ground, and while Blizzard adds type coverage, it's not STAB.
Counters
Tentacruel is powerful, but not all that hard to stop. Starmie, Chansey and Alakazam all give Tentacruel problems and can Paralyze him. Gengar is also a great Pokemon against him, especially Wrapping variants as he can take the Special attacks well and attack back with Thunderbolt, though short of 2HKOing. Electrics are also simple counters, but will take good damage back and cannot OHKO. While Tentacruel can hurt Tauros and Snorlax quite a bit, their Earthquakes also do high damage back, though may have to deal with Barrier. Also do note that Golem's Earthquake cannot OHKO, but Rhydon's will often, so you may not want to use them, even in safe conditions (such as absorbing Hyper Beam). Paralyzing Tentacruel helps a lot to stop his high Speed.
Due to his power, it's best to just attack him slowly and focus more on walling him. If Tentacruel uses Swords Dance, watch your Pokemon's HP, as it's still not very powerful, but do start attacking more aggressively before he uses it more than once.
