Overview
Hitmonchan has high Attack and that's honestly about it. Hitmonchan doesn't have the greatest typing and has horrible stats. His Speed is at least average, but his defensive stats allow him to be hit hard by anything not Bug or Rock. And although Hitmonchan has a very mixed movepool, most of the moves are terrible and aren't enough to make Hitmonchan useful. The elemental punches for example are fairly weak on their own, and don't work at all with garbage Special.

Agility is unique to Hitmonchan for Fighting types and lets him attack first with Submission and Body Slam. The last move is mostly support since Hitmonchan doesn't learn much else.
While Agility is nice for a Fighting type and could lead to Physical sweeping, it doesn't work with Hitmonchan. For starters, Hitmonchan does have high Attack, but it's not enough to be taking out Pokemon in single hits. The other problems is Hitmonchan doesn't learn any Fighting moves besides Submission, and his HP can't handle the recoil from hitting Chansey, Snorlax, Tauros and Lapras. He also doesn't learn Hyper Beam, so he's stuck with Body Slam and Mega Kick, which also won't be OHKOing.
The elemental punches are just for lore, and in competitive play are terrible. Fire Punch at best 7HKOs Exeggutor, and Thunderpunch at best 3HKOs Gyarados. Ice Punch may actually be a bit helpful though as Hitmonchan can't hit Flying Pokemon as well, it's super-effective against many types and may Freeze, but it's still not very useful.
It's also very possible that this moveset is not Hitmonchan's absolute best possible set due to a lack of research into his damage ranges and what he can pair with, but even if a different moveset were proven to be superior, Hitmonchan would still continue to be one of the worst Pokemon, so it hasn't been done.
Counters
As pathetic as Hitmonchan is, you still can't fool around with him by using Chansey, Tauros or other Pokemon weak to Fighting. Try to avoid Pokemon that have low Defense and attack him until he faints. He has terrible defensive stats, so it doesn't really matter what you use, so just hit him. Also due to his lack of everything, don't be intimidated if he gets to use Agility. Gengar is the best counter, along with anything that can OHKO him, particularly Alakazam, Moltres and Drowzee.
