Overview
Hitmonlee has very high Attack, good Speed, and is the only Pokemon with access to good Fighting moves, many of which are much better than Submission. Hitmonlee has quite possibly the worst defensiveness in the game though, due to his mediocre typing and extremely low HP, Defense and Special, and for a fun fact, Hitmonlee takes the most damage numerically from Self-Confusion, due to the large difference in Attack and Defense. Hitmonlee can be 2HKO'd by just about every Pokemon. However, the one ability Hitmonlee does have is he can fight Fighting-weak Pokemon very well and is one of the few Pokemon that can handle all of the super Normals, but due to Psychics being common, it's very easy for the opponent to stop.

While a more balanced set may seem more viable, having multiple kicks is recommended to support Hitmonlee in the one role he's actually good at and should be doing if actually used. At the very least, Hi Jump Kick and Double Kick should be used on every set, while Jump Kick does help too, but could be replaced by support moves. Body Slam is mainly for Fighting resistant Pokemon (Psychics) to do some damage and perhaps Paralyze too. Meditate allows Hitmonlee to become a more dangerous attacker, but due to how easy it is to take him out, it requires a fortunate situation to be used. It may be more of a burden trying to use Meditate instead of just attacking. Counter is used for Tauros and Snorlax if they decide to fight Hitmonlee, but do note that Earthquake followed by Hyper Beam can take out Hitmonlee anyway.
For Chansey, Double Kick is enough to 2HKO and Counter only retaliates with one of the kicks, so it's the best choice. The other kicks are helpful for partial damage though, or if Hitmonlee won't get a chance to 2HKO Chansey. For Tauros, Hitmonlee can 2HKO with Jump Kick, though Hi Jump Kick + Double Kick can also be used at a small accuracy cost if desired. For Snorlax, Hitmonlee can use Hi Jump Kick for a 2HKO, but for more Accuracy, he could use Hi Jump Kick + Jump Kick but they may not 2HKO. And for Lapras, Hi Jump Kick + Jump Kick gives the best overall chance in succeeding, despite two Hi Jump Kicks is guaranteed to 2HKO.
Because Hitmonlee preys on Fighting-weak Pokemon and can't do anything else, he works really well with having all three of the Fighting Kicks (excludes Rolling Kick) to handle different Pokemon and for partially damaged Pokemon to give him the highest probability of success. A more general moveset could also be used, but doesn't focus on what Hitmonlee does.
Ideally, Hitmonlee is used later in the game since Psychics all tear him apart and take his kicks easily. This is not easy though as they are common on OU teams and may be difficult to keep all from coming out. This problem is enough to keep Hitmonlee from being even semi-viable, but on top of all his abilities to take out Normal Pokemon, he works best with Paralysis and usually only takes out one Pokemon before fainting. He has amazing one-on-one match-ups against the Normals, but he opponent will be sure to prevent Hitmonlee from getting what he wants.
Counters
Gengar has the easiest time handling Hitmonlee as all he can do is use Seismic Toss. Defensive Psychics like Starmie and Exeggutor are also excellent counters, and while Alakazam has low Defense, his power is enough to take him out and can just Recover later. Anything that is neutral in type to Hitmonlee should take him out too without too much trouble. And while you want to avoid using Normals against Hitmonlee, they can still do some damage if you have no better options, and your following Pokemon can finish him off. In fact due to Speed, Tauros can often take out Hitmonlee on his own. Just make sure to avoid using Fighting-weak Pokemon as much as possible.
