Overview
Dodrio is a purely offensive Pokemon, having the highest Attack for Normals (tied with Snorlax), and having very high Speed. Dodrio also has two STAB types for additional coverage, though Flying mostly just helps for Gengar and Exeggutor in OU, and avoiding Counter. Dodrio's weak points are his low defensive stats, so most Pokemon can take him out fairly easily, and his moveset is not quite as diverse as Snorlax and Tauros, making him easy to wall by any Rocks.

The moveset is pretty simple; Dodrio uses the first three moves for doing damage and the last move is for support. Agility lets Dodrio become faster, which can help a lot in Physical sweeping, while Reflect lets him take Physical attacks better (mostly just for Snorlax). Neither get used too often though as Dodrio should be focusing on damage.
Mimic is gimmicky and risky, but can work on certain Pokemon. The main use is for Golem, where if Dodrio Mimics Earthquake or Explosion, he can actually put up a fight. Earthquake won't be KOing Golem, but does more damage than Dodrio could otherwise hope for, and in the event of Dodrio getting Explosion and a Critical Hit with it, he will often OHKO him or otherwise leave him badly damaged. Dodrio could also try to pick up Self-Destruct from Snorlax to use back on him.
Substitute and Double-Edge are other possibilities if you don't feel that you'll use one of the other fourth moves. Substitute can work on Paralyzed Pokemon, so long as Dodrio won't get walled after, and Double-Edge is an extra offensive option, but the recoil hurts his low HP fairly hard.
Dodrio has to avoid Rocks, but otherwise can damage most Pokemon fairly well. While Dodrio is fast, there are common Pokemon faster than he is and he also wants to avoid Paralysis. Like many sweepers, Dodrio works best later in the game and can KO Physically-weak Pokemon with ease. He has Snorlax's power with nearly Tauros's Speed.
Dodrio is a good Pokemon, but not used as often as Tauros and Snorlax are generally better. While Dodrio has high power like they do, Snorlax has HP and Self-destruct while Tauros has Speed and Defense, whereas Dodrio's only unique trait is Drill Peck. Drill Peck is great for Exeggutor, and much better than what Tauros and Snorlax can do, and Dodrio also makes a fairly good anti-Jynx lead, despite how easy Rocks could switch in. Overall, Dodrio is worse, but is still powerful enough and has different moves where he does much better in certain situations.
Counters
Golem and Rhydon are excellent counters by completely shutting him down. If not available, Electrics and defensive Blizzard users make quick work of Dodrio. Most attacks will hurt Dodrio badly, but Dodrio will usually be doing the same thing back. Paralyzing Dodrio will help a lot, especially by faster Pokemon like Starmie and Alakazam. Most Pokemon can beat Dodrio one-on-one, but will be taken out first due to Speed, so you may have to accept that he takes out one of your Pokemon. The super Physicals, Tauros and Snorlax, will usually beat him, but you can usually assume the opponent will also have Tauros, so plan for that too if you decide to use them.
