Overview
There's just no way around this, Beedrill fans: this is one terrible Pokemon. With awful typing and equally bad stats, he's good at one thing and one thing only: fainting. Avoid like the plague.
Well... maybe that's being a bit too harsh. Beedrill is somewhat interesting in the fact that he's the only Pokemon in RBY with an effective STAB Bug move (two, actually), which makes him one of the few Pokemon able to hit Psychics for super-effective damage. Sadly, his absymal Defense and Special ensure that he won't be around for too long. His merely average Speed doesn't help matters either, and by being so frail, you're probably not going to be able to set him up at all. Still, wouldn't it be nice to tear through Exeggutor with a 4x super effective move with something other than Jolteon? It'll always be the dream. Good luck making it a reality.
Using Beedrill can also be one of the signs of arrogance in RBY. Go ahead, show your opponent that he's so bad that you can beat him with this bottom-tier NU! If you're facing a real noob or if you're just a cocky SOB, then I'm sure Beedrill can find a welcome spot on your team.

With Beedrill's extreme frailty and shallow movepool, there really isn't much you can do. Beedrill's signature move, Twineedle, isn't a terrible move, and with its Bug typing, it can do some decent damage to the bug-weak OUs:
Alakazam: 156-184 (50-58%)
Exeggutor: 226-266 (58-68%)
Starmie: 102-132 (34-40%)
Jynx: 174-204 (52-62%)
Slowbro: 96-114 (25-28%)
Gengar: 136-160 (42-50%)
Unfortunately, outside of the Psychics and Poisons, Twineedle won't be doing much damage to other Pokemon (18-22% to Chansey, for example). Twineedle also has an additional drawback in that it can Poison your opponent, which can act as a barrier against more crippling status effects. Still, it's what makes Beedrill unique in that he can actually do super-effective damage against Psychics. However, except in the case of Slowbro and Exeggutor, one Psychic from your faster target means serious damage, and possibly an OHKO. Hopefully your target will be weak and paralyzed. You'll also need the intense desire to not just use Tauros or Persian instead.
(this is also taking into account that Beedrill won't be taking an early Thunder Wave, which knocks his usability down to nearly zero.)
Besides Twineedle, Beedrill also has Hyper Beam, which is twice as powerful as Twineedle factoring STAB, but doesn't hit anything for super-effective damage. It's decent for a finishing move, I guess, if you can somehow get Beedrill into such a position.
Agility is there to bump up his middling Speed (you know something's wrong when Kingler outruns a giant bee) and to give him the jump on Alakazam and friends, while Swords Dance boosts his attacks. Again, good luck setting him up.
As for other options... there isn't really much. You could try Pin Missile, which can give you more power than Twineedle if it hits four or five times. It can miss, however, and with something as weak as Beedrill, you really can't afford to take risks. Double-Edge is also there for another damage-dealing Normal move.
Incidentally, Mega Drain is a 4HKO against Golem. Don't use it.
Counters
Anything with STAB Psychic will run over Beedrill. Alakazam and Exeggutor have guaranteed OHKOs, Jynx has roughy a 40% chance to OHKO, and Slowbro's max comes 16 HP short. Still, any prior attack on Beedrill won't leave him with any hope of survival. Exeggutor will have to deal with taking a 4x Twineedle, though, so he's probably not the best one to take Beedrill in a one-on-one.
Aside from Psychic users... well, every other OU in the tier can take Beedrill on easily. Zapdos's Drill Peck and Golem/Rhydon's Rock Slide are the obvious ones, but anything with a STAB move has a great chance of 2HKOing the bee, and special attackers will always at the very least 3HKO. Chansey's Ice Beam is a guaranteed 3HKO, though she may worry about taking a Swords Dance'd Twineedle and Hyper Beam... if she doesn't just start with Thunder Wave and Softboiled.
No OU outside of Exeggutor should have any trouble with Beedrill, and even the denizens of the NU tier, where Fire is much more common, can handle Beedrill pretty easily. Unless you really let your team become weak and vulnerable, or if you just plain stink at RBY, Beedrill should pose little or no threat to you. Still, actually being beaten by one in OU can bring about a terrific sense of embarrassment. Be vigilient!
