323; 248; 268; 328; 298 Tier: OU Bio: Starmie is a Legendary pokemon. Water/Psychic gives him an EXCELLENT MOVEPOOL. Great Speed stat allows for RNG shenanigans and Starmie is also the fastest ICE user in RBY OU. Starmie's traditional role is getting walled by chansey or eating explosion from golem/snorlax/exegutor. Starmie is also uniquely equipped for sweeping teams (once chansey has been vanquished) with Stab psychic/surf/Hydro Pump/(non-stab)Blizzard. Move Sets Standard OU: Ice Beam Thunder Wave Thunderbolt Recover This Set grants starmie the most coverage and is generally suited for early-mid game play. Ice Beam for accuracy over damage, since generally Chansey will be switching in (READ: Bring Snorlax in here) you don't want to miss a chanse to freeze on the switch. Thunderbolt is for opposing starmie/lapras/articuno/cloyster/etc Thunder Wave. . is for paralyzing chansey on the switch (DON'T DO THIS) Recover- Recover is for stalling Zam and should not be used in the face of Lax or Tauros because you will likely lose to FP/crit para slam if you try to stall out vs them. other options: Surf/Hydro Pump/Light Screen/Psychic/Blizzard

Isn't Blizzard generally the standard over Ice Beam?
And there's nothing wrong with paralysing Chansey, I don't know why everyone is so against it. Sure it makes her immune to freezing, but if you're going to switch in Snorlax or Zam then paralysis is probably for the best anyway.

Blizzard is generally better. The point of IBeam is freeze wars, but Starmie is not getting into them unless it's vs non-tbolt Chansyes (or Zams though, Ice Beam can actually be useful here).
Imo, paralyzing Chansey or not depends on:
1. On your team: If you have things to capitalize on para'd Chansey apart from Lax/Tau and, from, to an extent, Golem/Rhydon, like Slowbro/Zapdos/Dnite. Also if you lack Chansey you should go for the para right away. 2. On to whom will benefit more a freeze on opposing Chansey, and who will get more handicapped by it. For example if you only have physical sweepers but your opponent packs Starmie or Lapras, you should probably try to avoid a freeze war. 3. On the impact your physical sweepers (mostly Snorlax) can make in the current situation of the battle (for example if you think Snorlax is likely to get worn down by Twave/Ice Beams when switching into Chansey, before it's able to get past bulky mons like Lapras/Golem/Rhydon/Exeggutor then you'll probably want to go for the freeze). 4. Your style of play (which should be taken into consideration when team building). 5. Rest Snorlax never dies to Chansey. It's meant to capitalize on para'd Chansey. So if you use Rest Snorlax, para it.
But ultimately, this isn't something you control; you may end up paralyzing opposing chansey when you didn't want to, or something. So you should be prepared to play around this.
Then we can also make a similar thing of when to force Tauros/Snorlax dittos etc. If you are unpara'd Chansey vs para'd Chansey, then you won't generally want to go for the dittos. Or if you are losing the battle since Tauros can sometimes win you lost battles with a bit of luck.

Starmie's traditional role is getting walled by chansey Hah. I don't have much to add to this analysis other than the aforementioned fact that Blizzard is the standard over Ice Beam for the damage; otherwise, you really don't scare Physicals very much at all.
