Overview:
Kangy plays the physical sweeper role in a team, and is very similar to Tauros. Unfortunately, Kangy doesn't quite have the attack power, speed (+ the CH rate that goes along with it) or special as the raging bull, which results in him being a somewhat rare sight in OU. However, he does have superior HP and a slightly better movepool, so he's not totally inferior.
Standard Moveset:
Body Slam
Hyper Beam
Surf/Counter
Earthquake/Counter
Kangaskhan gets good type coverage, and the potential to hit most things. Body Slam is of course his main attack, whilst Hyper Beam plays its usual role as a finisher. Surf is one of Kangy's main advantages over Tauros, as it allows it to his Golem/Rhydon for 4x weakness. Unfortunately his poor special stat mean you still won't OHKO without a CH. Earthquake is mostly for Gengar, but can also come in handy if you predict a Counter or if you're facing Rocks without Surf. Counter is Kangy's other advantage over Tauros, but as always you'll end up with egg on your face if you don't predict correctly. The fact that using Counter also hurts Kangy's coverage doesn't help either (unless you drop Hyper Beam, which I wouldn't generally recommend).
Alternatives:
There are no great alternatives to the 5 moves mentioned above. Double Edge and Mega Kick are probably worth a mention, but they're pretty gimmicky. Rock Slide would be useful against Ice types, but he doesn't get STAB and would have to sacrifice another move. As a note, Blizzard will do less to Eggy than Body Slam and less to the Rocks than Surf, so it's pretty pointless.
Counters:
Ice or Ice types are your best bet. Cloyster, Articuno and Lapras all do a good job, particularly if they carry Reflect. Kingler and Slowbro also have the physical defence to keep him under control. Snorlax and Tauros will typically beat Kangy 1v1, but must be wary of Counter. If Kangy has Counter, then Gengar (if sans EQ) or Golem/Rhydon (if sans Surf) become viable options.
Note that whatever you switch in has to be wary of a paraslam. Switching into Surf is ideal, as it's by far Kangy's weakest attack.
Conclusion:
Kangy will usually be played alongside Tauros rather than replace him. As he's used so infrequently he's usually a surprise, which is nice, but ultimately he's not used because there are better pokemon out there. Still, he's a fun pokemon and is by no means unusable. In some situations he's actually better than Tauros.
