Dewgong's loss of his Water type helps him a ton; he loses weakness to Electric and Grass, and only gains a weakness to Fire and a neutrality to Water. Dewgong's high speed and special make him great for coming in and slaying Dragons, Grasses, Birds, and Grounds. With the high speed, Horn Drill is also a fun option. Bubblebeam is an exciting unstabbed option that will hit hard, and Aurora Beam is Dewgong's exclusive Ice version of Psychic. Dragons will definitely run from Dewgong!
Dewgong is an Ice sweeper with Headbutt, Bubblebeam and Horn Drill as side options. Aurora Beam helps for stalling Specialists such as Alakazam and Chansey, but can't Freeze like Ice Beam and Blizzard. He's quite the Dragon slayer.

Dewgong loses his Water typing and becomes mono-Ice, but more importantly gets increased speed and special as well as boosted moves. His unique move Aurora Beam works like Psychic, Headbutt gives him flinching options and Bubblebeam is the powerful Water option. Growl is also there to cover his weak physical side.
