Overview:
Whilst Victreebel's defences and speed are a little lacking, the high attack, ability to use Swords Dance, Sleep Powder and STAB Razor Leaf make up for it. Victreebel is best used as a late game sweeper due to his common weaknesses (Ice and Psychic). Victreebel is very similar to Venusaur, but 'Bel is generally considered more useful in OU due to his superior attack (see comments below).
Standard Moveset:
Sleep Powder/Stun Spore
Swords Dance
Body Slam/Hyper Beam
Razor Leaf
The basic idea is Swords Dance and wreck havoc. Sleep Powder can give you a free turn to set-up, but remember that by late game you may have already achieved a sleep, making Stun Spore a decent alternative. Hyper Beam is slightly riskier than Body Slam, but both will do tonnes of damage to most pokemon after a Swords Dance. Razor Leaf OHKOs Golem/Rhydon, and can also come in useful versus Slowbro (and waters in general) due to it's CH ratio.
Alternatives:
If Wrap is allowed it's obviously worth considering (probably coupled with Stun Spore). Also if you're confident in your team to spread status effects you can drop the powders and have both BS and HB. The Growth and Mega Drain combo is there, but isn't really worth it when 'Bel gets Razor Leaf right off the bat.
Counters:
Victreebel can't touch Gengar, making it your best bet. Other than that, Eggy, Zapdos and Articuno have good defences and STAB super effective attacks. Most pokemon can do decent damage to Victreebel, but 'Bel can also hit most things pretty hard once it's set-up.
Conclusion:
If Victreebel were pure Grass he'd probably get a lot more use, but the Poison typing hurts him. Victreebel can be devastating against a paralysed squad in the late-game, but the same can be said for many pokemon. Generally 'Bel isn't quite good enough to used regularly, but is good enough to be taken seriously if he does hit the battlefield.
