Overview:
Blastoise is never seen in OU. His stats and movepool are mediocre, and a pure Water type is hardly stellar either. He's totally outclassed by several other aquatics. Once your opponents Electric and Water pokemon (and Chansey and Gengar!) have been KO'd he's not quite as terrible, but even then he's not that good! In short, he's not good enough for standard play, so save him for the lower tiered matches.
Standard Moveset:
Surf
Blizzard
Body Slam
Hyper Beam/Earthquake/Mimic
Blastoise is rather simple to use. Just Surf unless there's a reason not to. Blizzard is for Eggy or Zapdos, Body Slam is for switches and does a bit to Chansey. Hyper Beam is, as always, a finisher for weak physical pokemon. Earthquake is for Gengar or something like Counter Chansey. Mimic could be useful to get you a Thunderwave or something, but really it just highlights Blastoise's lack of support moves. Note, Blastoise will still lose to ALL of the above pokemon (except possibly Eggy), the moves just offer the best way of damaging them before the inevitable happens.
Alternatives:
Hydro Pump (instead of Surf) is worth a mention, seen as Blastoise needs all the extra power it can get. Seismic Toss is a consistent attack as always. Tail Whip could be useful, particularly against a slower pokemon on the switch. Counter could spring a surprise, but most of time Blastoise will be facing Special attackers. Substitute is also there I suppose.
Counters:
Oh God, where do I start!? Lapras shrugs off all his attacks and deals and hits back with Thunderbolt. Same with Starmie (although Starmie doesn't want to get hit by a paraslam). Chansey is the great Special counter she always is and doesn't fear Body Slam too much. Gengar and Jolteon hit hard with Thunderbolt, too (although an EQ on the switch will hurt somewhat). Zapdos is another good choice, even if you're unlucky enough to switch into Blizzard. Cloyster also stops Blastoise cold.
Conclusion:
I think it should be clear by now, Blastoise is pretty bad. He's like Lapras but much much worse (lacking Thunderbolt, STAB Blizzard and High HP). Most teams will have at least 2 good counters and even non-counters (like Snorlax, Tauros or Alakazam) beat him 1v1. Heck, even a Mega Drain Eggy beats him, despite Blastoise being faster and carrying Blizzard. I'm sorry to say it (especially as I usually start the game with Squirtle), but Blastoise is just not good enough.
