Overview
Mr. Mime is like an Alakazam with much worse stats and no recover. He lacks Zam's speed and raw power. His physical defence is slightly higher, but it's still very low. Given this, there's not a whole lot of reason to use Mr. Mime, but he still has a nice typing and a few quirks.

Psychic will do decent damage to anything without a resistance (and Chansey). Thunder Wave is an obvious choice for spreading paralysis. Barrier boosts his terrible defences. Counter is useful as Mime can survive a Hyper Beam from Snorlax or Tauros. Thunderbolt gives him some decent type coverage against Starmie or Slowbro, and is an advantage of Mime over Alakazam.
Other Options
Rest gives him a recovery move (but shouldn't be used without Barrier due to his low defences). Seismic Toss is always there for consistent damage. Light Screen makes his special defence pretty decent. Flash could give you an extra turn with some luck. Mimic could net you Recover against Zam or Starmie.
Counters
Chansey is of course a top choice, given her special defence. Jynx will scare off Mime, and Exeggutor is another good choice, although he'll take a few turns to finish him off. Alakazam is there too. Starmie and Slowbro also work great assuming Mime doesn't have Thunderbolt. In short, Chansey or Psychic pokemon are generally the way to go. Any physical pokemon can hit Mime hard before Barrier is set up, but may not want to switch into a Psychic and should be weary of Counter. Remember that whatever you put in will likely get paralysed.
Opinion
Mr. Mime is pretty niche, but he has no weakness, can paralyse and he has STAB Psychic. Unfortunately for him, Alakazam is a similar but much better choice, being faster and more powerful with Recover. Mime also falls short of Hypno. His only decent stats are his Speed and Special, but even then he's outclassed by half the standard OU pokemon. In short, Mime is outclassed by other Psychics, but he's not completely useless.
