When Paralyzed, a Pokemon's Speed is cut to a quarter, and for any leftover amounts in the decimal, it's rounded down. This causes Pokemon with unequal Speed to have equal Speed if both are Paralyzed. Here's a list of Pokemon in that Speed tie when Paralyzed but regularly don't at Level 100. This also becomes much more common at lower levels, and even non-Paralyzed (a good example is LC Diglett and LC Voltorb having the same Speed).
250 Speed = 248 Speed Nidoqueen/Hitmonchan = Kingler/Doduo/Beedrill
242 Speed = 240 Speed Rattata = Pidgeotto
234 Speed = 232 Speed Seaking = Hypno
210 Speed = 208 Speed Pidgey = Omastar/Kabuto/Exeggutor/Machamp/Weepinbell/Eevee/Psyduck/Ekans/Zubat
182 Speed = 180 Speed Drowzee = Nidoran F
Unfortunately, there are no particularly interesting cases and even in the rare cases that both are against each other, both must be Paralyzed. And even then, 50% of the time the would-be faster Pokemon still goes first.
But it's a new reason to hate Hitmonchan!

Why didn't you make a LC list while you were at it? It is actually a decently important role in that metagame.

I was thinking to, but double Paralysis is a bit rare in my experience. Regardless, there are literally 3 groups of Speed ties: (19, 18, 17, 16), (15, 14, 13, 12), and (10, 9, 8, 7).
Essentially, Pokemon get +1 Speed for every 4 points they have naturally in Speed.

The Nidoqueen/Kingler equality is kind of interesting. Otherwise fairly irrelevant.

Haha yeah, thanks! I thought it was a little interesting tidbit. The same thing could be done for Burns and Attack, but the small differences are not as important as Speed differences.
