What would RBY be like if Psychic-type Pokemon were weak to Psychic-type moves instead of resisting them? Would the tiers change much? How about movesets?

Gengar would suddenly run Psychic on every moveset he has. Lapras would probably use it a lot as well, maybe Chansey too.
Basically, non-STAB Psychic becomes a big thing instead of being a poor choice.

Not only that, but Alakazam goes from being a mini Special wall that can hurt Physicals to an offensive behemoth. He'll be dodging Thunder Waves a lot more than he catches them nowadays because he can actually sweep and can't wall his doppleganger. Starmie gets awful scary too, as its 4mss is completely alleviated by STAB Psychic now being at least neutral on everything. Reflect/LS/Psychic/Recover is scary for everything but Chansey. You could even replace one of those screens with Hyper Beam for surprise Chansey KOs, or Twave for paralysis support.
Slowbro kinda hurts because he no longer has his #1 setup bait in Alakazam. On the flip side, he can murder most of what used to be his counters, so he has less need for Twave and can better afford to go with Withdraw or Reflect for setting up on Normals and tanking Explosions.
Egg becomes a really scary sleeper, too, albeit one with fewer opportunities to switch in. Nothing wants to switch in on those Psychics but Chansey, who you really don't want getting slept. Rhydon and Golem usage probably plummet in reaction to all this, which would make Zapdos a lot more valuable, both offensively and pseudo-defensively as a high-Special mon that can tank Psychics.
RBY gets a lot more fast-paced as a whole because walling things is hard without a Psychic resist.

The move Psychic would be sooooo overpowered, and Psychic type Pokemon would become very vulnerable. Probably as vulnerable as Pokemon who are weak to both Ice and Electric moves. Man, every Pokemon that has it would have Psychic.

Chansey would be amazing! It would basically be the only thing that can eat psychics and then recover it off (other than Amnesia Lax). Of course it'd probably run psychic itself too.
Overall psychic types would be weaker because they'd be non-STAB psychics floating about.

Yeah, the metagame would be completely centered around Chansey even more than it currently is. Breaking through Chansey with physicals is #1 mission for every team out there, except some weird team running 0-1 Psychics. After that you can show off a Reflect Zam and clean house. Starmie...eh, Jolteon and Zapdos are still issues, but no doubt will it be a powerhouse too.
I don't see why the rocks would decline in usage though, maybe Jorgen can reiterate. On the contrary, because eggs die so much, wouldn't especially Rhydon but Golem too see a giant surge in usage?

Most Thunderbolts are replaced by Psychics because Psychic hits Starmie/Slowbro just as well. Chansey is always running Psychic, which leaves it unwalled by anything bar another Chansey; Reflect is therefore a better option. Chansey can't relieve specfalls from switching into Psychics as easily; as such, beating Chansey on the special side is a little easier. I think that's the gist of it?
