I think stomp could a useable 4th slot move for eggy, specifically for egg to have a way to counter chansey. It could also be used as a sort of gimmicky set along with leech seed.
Move: Stomp: Type: Normal: Basepower: 65. 30% chance to flinch target. PP: 32
Stomp can only flinch things that move after you, and eggy doesn't have the greatest speed, I imagine it would get it's largest use out of chansey. Heres stomp compared to double edge.
Exeggutor Stomp vs. Chansey: 125-147 (17.7 - 20.9%) -- possible 5HKO Exeggutor Double-Edge vs. Chansey: 192-226 (27.3 - 32.1%) -- guaranteed 4HKO
Exeggutor Stomp vs. Alakazam: 72-85 (23 - 27.1%) -- 54.2% chance to 4HKO Exeggutor Double-Edge vs. Alakazam: 110-130 (35.1 - 41.5%) -- guaranteed 3HKO
Chansey would have a 52.25% of moving with para+flinch (para = 75% chance of moving, and of that 75%, 70% of it will be available, 70% of 75 is 52.25%). So paraflinch would sort of be like parafusion. Stomp will average aproximately 19.2% damage to chansey per turn, and since chansey will only be moving about half the time it can be doubled to 38.4%. This means chansey will be using softboiled more often than not. I realize mega drain and stun spore have much more utility than stomp. I think it could be an alternative to the double edge sets though? Combined with leech seed and it completely forces chansey out.
Has anyone tried using stomp before?

It hasn't been an issue before, but this is actually one out of a few cases where you encounter illegal movesets in RBY. Stomp is illegal with Sleep Powder and Stun Spore. This makes it very unappealing on its own to use Stomp. Other than that, the base power is so low that you usually wouldn't want to use it.

In my last RBY game my Eggy KOd a Chansey with a surprise Hyper Beam. Obviously the Chansey wasn't on full health at the time. Stomp is very gimmicky though, due to the low base power. As Isa says it's also illegal with Eggy's best moves (unless you want to run Hypnosis, which I definitely would not recommend for the sake of stomp).

I haven't tried it. With the moveset restrictions, though, it definitely isn't worth it, and even without them, it's dubious to say the least. Just too weak and too situational.

Sleep Powder + Explosion Exeggutor cannot use Stomp, as Stomp is learned by Exeggutor at a lower level than Exeggcute learns Sleep Powder. As such, it is unusable as a 4th move; if a sim allows Sleep Powder+Stomp, it is wrong in doing so.
EDIT: Predictably, Showdown hasn't implemented this.

I know it is unrelated, but I tried Stomp on Tauros before (back when Stadium was implemented). In this case I found that the flinch was only worthwhile if Stomp left them in the KO range of my next move. Trying to para-flinch Chansey may force it out with some luck, but you will probably get paralyzed in the process. Still, para-flinch can be fun to try as it is a rare strategy that is pretty much never used.
