I think low tier Pokemon would suffer, because surprise is the the biggest thing they have going for them.
But I don't think the game would be affected that greatly. Teams don't have that much variation in RBY so it would mostly cut down on scouting out you opponents team. (which I find would ruin a lot of the fun)

Like Agent Syrup said, lower tier pokes that rely on surprise are less good. The biggest change that it would make is probably to the lead metagame. You get to choose your own lead, and predict what lead the opponent will send out, which would add another dimension to the game. For instance, if a team had jynx+alakazam as possible leads, and the other gengar+egg, the second team would try to send out gengar vs jynx and egg vs alakazam, and similarly the first team would try to send out jynx vs egg and zam vs gengar.
