Currently and when RBYPlus is initially released, the pre-forms won't be boosted or anything at all (I'll try to remove them). However, that's 70 extra Pokemon we could use for something, and I'm interested in what you guys suggest.
I'm leaning on just scaling them down from their final forms, but not as drastically so that they may be viably used if you want to double up on them (Haunter + Gengar, etc).

Aren't there any type changing evolutions that you could make use of? Poliwhirl and Charmeleon, for example.

Many suggestions:
For two-stages evolutions, make them paired with their final forms in the most important stats for their role and slightly nerf the non-priorital stats.
Type changing, as Isa suggests, would be great too.
Slightly diminish all of their stats, except for speed, which you will boost. Make them luckier through critical hits.
Make them learn exclusive moves for their evolutionary line.
But, the most important, base stat total MUST increase through evolutions. Otherwise, evolution will seem nonsense.
An Example:
Charizard - as you guys have made it. Charmeleon - Slight nerf to defense and HP; make it learn Focus Energy. Charmander - Slight nerf to attack and special; boost speed; Fire-Type Only; Learns Smokescreen.
I'm not suggesting that the pokémon above should be like this. That's just an explanation of my thoughts.

This installment would have to happen later, and will require lots of thought.
And remember that "doubling up" on ghosts/dragons is already possible in Plus.

A NFE metagame would be cool (and I'd totally like to make one). However, the moves seem to have already been customized for the 81 fully evolved pokemon, so that might restrict the potential of this metagame; I can't see it working unless moves were weakened.
I also think Lucas' idea of NFE's being quicker than their evolutions and having special moves could be interesting, though it would be hard to implement without having some pokemon outclassed.
Maybe you could combine the ideas; withing the NFE metagame, have Charmander as a faster, weaker Charmeleon w/ some special attack? Or restrict the NFE metagame to first-form NFEs, and have Charmeleon in OU as a faster, weaker Charizard w/ some special attack?

Haha, for an RBYPlus Little Cup, we'd have to do adjustments anyway. It wouldn't be too difficult to have Lucas's/Nerd's idea and keep LC in tact (but totally different).

I really like the idea of including NFEs in the normal RBYPlus metagame and balancing them out by larger speed and movepools. I think it would be a shame not to put these guys in.

Try getting that idea through to WW though - he's quite puritan about RBY mechanics.
I think that we should at least try to feature Pikachu, which has worse or equal stats compared to Raichu in every regard, but much higher Special (he holds a Light Ball). I'm not really sold on the idea of NFE's being viable for competition in a regular metagame. It doesn't really make any sense. Of course we can give all pre-evolutions an Eviolite boost after determining their stats (increase defense/Special by 1.5) but that is just silly.

Okay, so after playing rby LC I think we should make a Plus LC. If it is feared that the game will be excessively offensive because of the high base power moves then you can give the NFE Pokemon more HP then you normally would have (of course don't add to much, it still should be more offensice then normal RBYPlus). Also as for the Pokemon that that are in neither LC or Standard Plus then we could either 1) make another tier for them 2) Balance them via moves 3) Or not include them, but turn one of them into Missingno. (that would be awesome!)

There's still the issue of illogical movepools. Caterpie with Recover, Weedle with Agility, Charmander with Fly?
