I don't think Nidoking would reach OU status. Maybe at first it does because of the cool factor, but overtime, weaknesses to Psychic/EQ/IceBeam/Surf, lack of special STAB, and being medium-slow compared to the rby ou average, means that Amnesia won't work consistently on him. And there isn't much more going for it. Plus, LK, Amnesia, EQ, IBeam, TBolt; that's 5 moves.

Consider what you would switch into Snorlax after he puts something to Sleep. It hurts, or you can try using Gengar or a Flying Pokemon.

I don't see LK Lax being that much more impactful than its usual dominant self. It probably just helps it keep up with all the Amnesia and Growth abusers.
Main thing about it is that it's slow, so it's a pretty bad sleeper. It's probably catching stuff by surprise, much like Sing Lapras catches Chansey by surprise at times, but it's not going to be super-dominant, especially since oftentimes LK might be a waste of a moveslot due to the early-sleeping nature of RBY.
EDIT: It's still probably going to be on most teams, though, because come on, it's Lovely Kiss SNORLAX. And if nothing else, it ensures that nobody can just sacrifice their sleeping Pokemon to the fatso.

It's not really catching people by surprise as most Snorlaxs will have it, lol, you said that yourself in your edit. The thing is that with Snorlax being a Sleeper, you can use the usual Sleeper slot for something else since it's rare Snorlax won't be able to LK. He's pretty nice to switch to after something fainted, particularly early on. You're thinking of Tradebacks too much like RBY; it's a bit different. And again, after he puts something to Sleep, he can hit just about anything coming in hard, whereas staying in doesn't help either. The one small problem with LK Snorlax is it takes away one of his staple moves, but it's not that big of a deal. On top, Snorlax could use a non-standard set since he's versatile.

With the addition of stuff like LK Snorlax, Hypnosis Persian, Amnesia+Hypnosis Hypno, and LK Nidoking I can see sleep being used more often as a "threat", more similarly to how sleep works in GSC and onwards; instead of sleep being a early game mandatory status where sleepers pose no threat to common walls and thus the opponent can generally choose his/her sleep absorber.

It's looks like so many things can potentially sleep now, it's going to be a nightmare to get the predictions right! ^_^ I think Eggy is going to lose out a lot, as he gets nothing new, his ability to sleep is less unique, and the threat of Gengar/Zam ice punching you on the switch is always there. EQ Aerodactyl and Amnesia Tangela look like a lot of fun! Growth Tangela is underrated in RBY (although he's not OU obviously). Too bad he still hasn't got much in terms of attacking moves.
